Municipal heat planning profile for the city of Weißensee

Final report (as of 24.09.2025)

Interpretation of the results

Last year, the municipality of Weißensee submitted an application for funding for municipal heat planning as part of the municipal guidelines (https://www.klimaschutz.de/kommunalrichtlinie). This has now been approved with the grant notification dated 07.03.2024 under the funding code 67K27796.
The city of Weißensee has commissioned TEAG Thüringer Energie AG to draw up a municipal heating plan in accordance with the Technical Annex to the Municipal Guidelines.

In accordance with Article 13(3) of the General Data Protection Regulation, energy companies and public bodies required to transfer data are not obliged to inform the data subjects. In order to protect the legitimate interests of the data subjects, local authorities must publish the information in accordance with Article 13(3) and Article 14(1) and (2) of the General Data Protection Regulation.
In compliance with Article 13(3) and Article 14(1) and (2) of the General Data Protection Regulation, the administration of the City of Weißensee hereby informs the data subjects as follows:
The City of Weißensee does not intend to process the data for any purpose other than that for which the data was collected. Otherwise, the administration will provide data subjects with information about this other purpose and all other relevant information in accordance with Article 13(2) of the General Data Protection Regulation before forwarding the data.
The data required for the preparation of the municipal heat planning is processed by TEAG Thüringer Energie AG (contractor) and EnergyEffizienz GmbH (subcontractor) on the basis of the General Data Protection Regulation. Data on energy or fuel consumption and electricity consumption for heating purposes is collected.
The data is deleted after processing or creation of the municipal heat planning. There is a right to information from the responsible bodies. In addition, there is a right to erasure or restriction of processing and a right to object to processing as well as the right to data portability and a right to lodge a complaint with the competent supervisory authority. The information provided by the district chimney sweeps and the energy companies responsible for the city of Weißensee (electricity, gas and heating network operators) serve as a source of information.

The purpose of municipal heat planning is to secure the heat supply of buildings within our municipality under the premise of greenhouse gas reduction or greenhouse gas neutrality from 2045. To this end, it must be examined how and with which services the buildings can be heated, taking into account the upstream supply networks, such as local or district heating, heat pumps powered by electricity or a hydrogen network that may then be available.
It is planned to complete the first municipal heat planning by 31.03.2025. The tender documents required for awarding the contract are currently being drawn up. Municipal heat planning will be continued on an ongoing basis in subsequent years. On this page you can find out about the further progress of municipal heat planning.

This diversity is a guarantee for good ideas. The National Climate Initiative helps to anchor climate protection on the ground. It benefits consumers as well as companies, local authorities and educational institutions.

Village renewal – call for cooperation

The municipality of Weißensee is currently working on a community development concept (GEK) for the districts of Herrnschwende with Nausiß, Scherndorf with Schönstedt, Ottenhausen and Waltersdorf. An application for funding was submitted for this in 2024 – this has now been approved. Now the actual planning can begin.

A GEK is a planning instrument that helps to actively shape the future of our villages. It is intended to improve the quality of life, better connect the districts, strengthen the infrastructure and open up new economic opportunities. It is also the basis for obtaining financial support in the area of village development.

The aim: clear and practicable planning for the coming years.

If our municipality is recognized as a funding priority, both public and private projects can be supported over a period of five years. Public projects include community centers and the upgrading of village squares. Private measures can include the renovation of buildings or the redesign of courtyards.

The concept is being developed jointly by KGS Planungsbüro Helk GmbH, the city administration, political representatives and committed citizens from the local districts. Completion is planned by March 2026. A kick-off event and several workshops are planned.

The first step is to take stock: What is the current situation in the districts? These include traffic safety, social infrastructure, possible land uses and the existing cultural and leisure facilities. Over the next few weeks, the planning office will visit the districts, inspect streets and squares and talk to local people in order to get a comprehensive picture.

A key aspect of village renewal is the active participation of the villagers. Only together can we develop solutions that suit our localities.
Please contact the main office of the Weißensee municipal administration, Ms. Metz, phone: 036374/22021 or e-mail: hauptamt@weissensee.de – bring in your ideas, wishes and experiences! Your participation strengthens our districts and creates the basis for positive joint development.
The goal is a realistic, sustainable concept that supports the city in future planning, funding applications and investments.
Let’s shape our liveable future together!
